We are in the 3rd dimension, above that is the forth, the fifth, the sixth and the seventh dimension, above the dimensions is the absolute. When we astral project or go to sleep we go to the fifth dimension. Each of the dimensions is a separate world, but they influence each other.
When you take a look into the OBE and dreams book there is a detailed description of all that.

As I understand it, there are several levels to the astral where the spirits live, some spirits live dimensionally closer to the physical, while some live further up. You could use an onion as an analogy of the dimensions and levels yes, where you have the material as one layer, then you put another reality on top of this one (which now is quite close to material) then another level of reality on top of that, and another on top of that etc (this one obviously being further from physical than the first non-physical level).

The spirits living away from the material/physical do not see the living amongst them, but could travel down the levels to the near-physical part of astral where you can see the living.

There appear to be quite a number of levels to where the average spirits live, and the higher up you go, the nicer and friendlier (and more detached from their egos) are they.
